Osceola County Inmate Population Search

Osceola County inmate population records are split between two main sources. People held locally at the county jail are tracked by the Osceola County Sheriff's Office in Reed City. People serving state sentences are tracked by the Michigan Department of Corrections through its Offender Tracking Information System, called OTIS. If someone was arrested in Osceola County and is still awaiting trial or serving a short sentence, the sheriff's office is the right call. For a felony conviction that led to state prison, OTIS gives you free online search access to facility location, offense data, and sentence details. This page explains how to use both systems and what other record sources exist in the county.

Osceola County Sheriff and Local Jail Records

The Osceola County Sheriff's Office is responsible for running the local jail and maintaining inmate records for people in county custody. When someone is arrested and booked, their data, including name, charges, and bond information, is entered into the county system. That record is generally public under Michigan law.

Contact the Osceola County Sheriff's Office at 325 W. Upton Ave., Reed City, MI 49677. The phone number is (231) 832-2288. Calling is the fastest way to verify whether someone is in county custody. Staff can confirm basic booking information. If you plan to visit an inmate, check current visitation policies with the office beforehand, as schedules can change.

Note: County jail records only cover people held locally. Once a person is convicted and transferred to a state prison, their record moves to MDOC and will not appear in the county system.

OTIS is the Michigan Department of Corrections' public-facing inmate database. It covers all people under MDOC supervision, including those in state prisons, correctional camps, and those on parole. Anyone from Osceola County convicted of a felony and sent to a state facility can be found through OTIS at no cost.

To search OTIS, you need the person's name or their MDOC identification number. The results tell you where they are housed, what offense they were convicted of, how long their sentence runs, and when they might be eligible for release. Parole status is also included where applicable.

OTIS is available at https://mdocweb.state.mi.us/OTIS2/otis2.aspx. No account is required. The system runs on standard web browsers. Note: OTIS is not updated in real time. A very recent transfer or release might not appear immediately in search results.

VINELink Alerts for Osceola County

VINELink offers free automated notifications about inmate custody changes. If a person you are monitoring is released, transferred, or has a status change, VINELink sends an alert to your phone, email, or by text message. The service covers both county jail inmates and those in state facilities.

Sign up online at www.vinelink.com or call 1-800-770-7657. You will need to provide some basic information about the inmate. The service is free and available at any hour. Keep your contact information updated in your VINELink account to make sure alerts reach you.

Note: VINELink works by notifying you of changes. It is not a search tool. Look up the inmate first through OTIS or the sheriff's office, then register for VINELink alerts if you need ongoing notifications.

Public Records Law and Osceola County Inmate Data

Michigan's Freedom of Information Act, found at MCL 15.231, gives the public access to records held by government bodies. Sheriff's offices and MDOC must respond to FOIA requests. Inmate population records are largely public, with limited exceptions for information that could compromise ongoing investigations or certain personal details.

If you need records not available through online tools, you can send a written FOIA request to the Osceola County Sheriff's Office or to MDOC. The agency must respond within a set timeframe. Fees for documents are set by state law and are generally low. Any denial must come with an explanation citing the specific legal exemption.

County jails operate under MCL 801.1 and state facilities under MCL 800.31. Both statutes set minimum standards for recordkeeping and operations. Note: FOIA gives you the right to request records, but it does not guarantee you will receive everything. Some personal data is protected by statute.

Osceola County Circuit Court and Inmate Case Records

The 49th Circuit Court serves Osceola County and handles felony criminal cases. When someone is convicted here and sent to prison, their case record links their legal history to their time in state custody. These records are public and searchable through the Michigan courts online portal.

Visit courts.michigan.gov/case-search/ to look up cases by name or case number. You will see charge information, hearing dates, and case disposition. For certified copies of court records, contact the Osceola County clerk's office in Reed City. Note: Court records do not tell you the physical location of an inmate. Use OTIS for that. Court records tell you the legal status of the case.

The Michigan Sex Offender Registry at michigan.gov/msp/services/sex-offender-registry lists people convicted of qualifying offenses who are required to register with the State Police. This is a separate database from inmate records. Some registrants are in custody; others are living in Osceola County communities. Check the registry to see current registration status and address information.

ICHAT, available at michigan.gov/msp/services/ichat, provides Michigan criminal conviction records for a small fee. It is useful for understanding whether someone has prior convictions in Michigan, which adds context to their current custody situation. ICHAT does not show arrests that did not result in a conviction. Note: Neither ICHAT nor the sex offender registry reflects real-time custody status. Use OTIS or the sheriff's office for that.
